			<content:encoded><![CDATA[<p style="text-align: justify;"><img class="alignleft" style="margin: 5px; border: 1px solid black;" src="http://www.downtownshortpump.com/resources/news/johnrolfeentrance.png" alt="" width="270" height="180" />Three Chopt Road, which once meandered through the farmland that now sits beneath West Broad Village, was at one time a popular cut-through for motorists trying to avoid Broad Street traffic. The segment of roadway that connected the neighborhoods of Church Run and Barrington to Broad has since been severed with new townhomes being constructed, eliminating easy access from many Short Pump neighborhoods. <span id="more-3328"></span></p>
<p style="text-align: justify;">John Rolfe Parkway, a segment of which recently opened to compensate for the old Three Chopt Road route and alleviate traffic, still lacks a way for drivers to get into West Broad Village without merging onto West Broad Street and fight throngs of traffic. That&#8217;s about to change with a new entrance.</p>
<p style="text-align: justify;">The new entrance and exit to the mixed use development will be located behind the Short Pump Station shopping center which houses Petco and Trader Joe&#8217;s, to name a few tenants. West Broad Village&#8217;s new developer, E/Class Partners, is constructing the entrance to help with traffic flow.</p>
<p style="text-align: justify;">Ease of ingress and egress and a cohesive flow of traffic between developments are some of the many requirements of the County of Henrico&#8217;s West Broad Street Overlay District, a special strategy area set up by County planners and meant to help encourage high quality development standards from Interstate 64 to just west of Short Pump Town Center.</p>
<p style="text-align: justify;">Examples of connected planned developments include the roads around Short Pump Town Center. The mall is linked to the Towne Center West development to the west and to the Downtown Short Pump shopping center to the east via a series of two lane access roads.</p>
<p style="text-align: justify;">The plan also calls for limited access to and from commercial developments near established residential neighborhoods. In keeping with this standard, West Broad Village&#8217;s original developer, Unicorp National Developments of Florida, agreed not to provide any access to the development from Three Chopt Road.</p>
<p style="text-align: justify;">No word on when the new entrance will open to traffic.</p>

<p style="text-align: justify;">CP Other Realty, LLC purchased the 1.679-acre site at 11950 West Broad Street in the Towne Center West development on behalf of Car Pool for $1.48 million from Kalyan Plaza at Short Pump, LLC, according to public records. Actual construction costs for the car wash building and customer lounge totals just under $634,000.</p>
<p style="text-align: justify;">A new restaurant is coming to the same shopping center, just behind the Car Pool site, next to the Hilton Richmond Hotel &amp; Spa. Osteria La Giara has leased space in the same building as Far East Bistro and has applied for an outdoor dining permit with Henrico County, hoping to offer a 270-square-foot fenced patio to customers. Tuesday night is your chance. The Board of Supervisors are holding a public hearing in the County&#8217;s board room in the Western Government Center at Parham and Hungary Spring Roads Tuesday, June 9, 2009. <span id="more-1872"></span></p>
<p style="text-align: justify;">Anyone may attend the meeting and share their views on the plan, which guides the County&#8217;s planning process over the next 15 years, including where to allocate funds for open space and recreation. The plan also helps the County decide which private sector projects will likely be approved or denied, based on public feedback and studies on what&#8217;s best for Henrico&#8217;s future.</p>
<p style="text-align: justify;">A <a href="http://www.co.henrico.va.us/planning/2026plan/2026survey.pdf">public survey was also conducted</a> in 2005 to collect resident feedback on what they&#8217;d like to see the County focus on in the plan.</p>
<p style="text-align: justify;">According to the County, documents and files related to the Comprehensive Plan are available for public review in the Planning Department&#8217;s headquarters on the second floor of the Administration Building at the Western Government Center at 4301 E. Parham Road. You can also call the Planning Department at 501-4602 for more information.</p>
